Double click with the left mouse button on the My Computer icon on the desktop.

Double click with the left mouse button on the Control Panel icon.

Double click with the left mouse button on the Dial-Up Networking icon.

In Dial-Up Networking click once with the right mouse button on the Nornet dial up icon and select properties from the menu that should appear.

Click once in the phone number box with the left mouse button and use the delete key on the keyboard to remove the old phone number.

Now type in the new phone number for your area and click the Ok button at the bottom of the properties page.
